Eli Lilly breaks ground on $6.5B Houston manufacturing facility

Eli Lilly has started construction on a record-setting pharmaceutical manufacturing facility at Generation Park, adding another major life sciences investment to Northeast Houston.

A $6.5B manufacturing bet: Lilly broke ground Monday on a facility that will produce Foundayo, its newly approved oral GLP-1 drug for weight management, along with other medicines. The project is expected to create more than 600 high-wage jobs and is the largest active pharmaceutical ingredient investment in Texas history, according to Gov. Greg Abbott.

Generation Park gains momentum: The 4,300-acre development is emerging as a life sciences and advanced manufacturing hub. Bristol Myers Squibb announced a $2.3B, 600K SF manufacturing campus there in August, adding another major pharmaceutical investment.

Building the workforce: Lilly will invest $12.5M through a partnership with San Jacinto College to train technicians, operators and maintenance professionals. The company is also donating $2.5M for student scholarships.

A reshoring strategy: The Houston facility is Lilly’s fifth announced domestic active pharmaceutical ingredient production site since 2020 and part of its broader $50B effort to expand medicine manufacturing in the U.S.

Foundayo’s next chapter: The FDA approved Foundayo April 1 for weight management. Lilly is also studying the drug for potential uses involving Type 2 diabetes and obstructive sleep apnea.

➥ THE TAKEAWAY

Houston’s life sciences momentum: Generation Park is becoming more than a master-planned development with available land; the arrival of two major pharmaceutical manufacturers is creating a concentrated ecosystem around biomanufacturing, specialized employment and workforce training, potentially reshaping the development’s long-term role in Houston’s industrial and life sciences landscape.
